The Steve Smith Endowment will provide a financial base for the Arkansas Game and Fish Foundation, giving it the ability to embark on projects, programs, and services bolstering the mission of the Foundation in its goal of supporting the needs of the Arkansas Game and Fish Commission.  The Endowment was created by AGFF Board Member Witt Stephens, who announced a challenge gift for the fund, vowing to match every dollar raised up to $150,000!   Please click on the link below to make your gift.


Steve Smith served as president of the Arkansas Game and Fish Foundation for 25 years.  During his tenure, Steve guided many foundation projects, including the purchase of the Robinwood addition to Wattensaw Wildlife Management Area, the purchase of a 421-acre tract for Fred Berry Conservation Education Center on Crooked Creek, and the development of the Arkansas Game and Fish Foundation Shooting Sports Complex in Jacksonville. Steve passed away March 22, 2017, at the age of 70.

Deke Whitbeck


Deke and his family have deep roots in Arkansas.  He is an avid sportsman and has a passion for conservation education and its impact on Arkansas.


Deke’s wife, Sarah, is a first grade teacher in Little Rock. They have two beautiful daughters, Cate and Charley.  Deke and Sarah love spending time with the girls exploring Arkansas’ outdoors!

Ruth-Kathryn Kelly

Director of Programs

Ruth-Kathryn Rains is a native Arkansan, who recently located to the Little Rock area. She joins the foundation from The West Memphis Chamber of Commerce, where she worked as their Public Relations Coordinator for 3 years. She received a Bachelor of Science in Public Relations from The University of Alabama in 2009, and has worked in the nonprofit community since that time. Her passion for conservation education ties back to her time spent in adult education and literacy. She has only been camping once in her life, but self identifies as an outdoor enthusiast. She currently resides in Conway with two cockapoos, a boxer and her fiancé
